METROPOLITAN PLANNING ORGANIZATION

(AOMPO)

Each Urbanized Area in the United States with a population of 50,000 or more is required by the Federal Highway Act of 1962 to establish a Metropolitan Planning Organization.  MPOs are responsible for the continuing, cooperative and comprehensive transportation planning process for their particular Urbanized Area.  The Auburn-Opelika MPO (AOMPO) was formed in 1982 after the 1980 Census established the population of the Auburn-Opelika Urbanized Area at 51,823.  In cooperation with the Alabama Department of Transportation (ALDOT) and the Federal Highway Administration (FHWA), the AOMPO is responsible for carrying out the metropolitan transportation planning process for the Auburn-Opelika Urbanized Area. 

Urbanized Areas are designated decennially by the United States Census Bureau and are a reflection of urban growth, not political boundaries.  For example, urban growth in the Auburn-Opelika area reaches outside Auburn and Opelika corporate limits and well into Lee County.  Therefore, the Auburn-Opelika Urbanized Area includes the City of Auburn, the City of Opelika and parts of Lee County.  For this reason, MPOs are responsible for the transportation planning process in Urbanized Areas and not single political entities. The goal of the Federal Highway Act of 1962 is to ensure that the transportation planning process and resulting transportation network are cohesive and functional for urban areas that have grown together. In other words, transportation planning needs to be regional in scope because transportation systems cut across governmental boundaries.

Revised Draft FY2008-2011 TIP - FY2010 Rebalance

On June 24, 2009 the MPO Policy Board approved the Draft FY2008-2011 Transportation Improvement Program - FY2010 Rebalance (TIP). On October 14th, 2009 the draft TIP was revised to include current project listings (Section 2.4). The revised draft TIP is available for public review and comment from October 19, 2009 through November 2, 2009. The revised draft TIP and comment forms are available through this webpage and via hard copy at the City of Auburn and City of Opelika Public Libraries, City of Auburn and City of Opelika Housing Authorities and the Lee-Russell Council of Governments offices. Comment forms should be returned to the LRCOG offices in person, by mail (Attn. Keith Bryan, 2207 Gateway Drive, Opelika, AL 36801) or by e-mail (keith.bryan@adss.alabama.gov).

2035 LRTP Public Involvement Meetings

June 2009 LRTP Public Involvement Meetings

The third and final round of Public Involvement Meetings on the development of the LRTP were held on June 24, 2009. Two meetings were held; one midday meeting in Opelika and one evening meeting in Auburn.  The purpose of these meetings was to provide the public access to the local transportation planning process and the development of the 2035 LRTP in particular.  When officially adopted by the MPO Policy Board, the LRTP will serve as a guide for efficient and equitable expenditure of transportation funding in the Auburn-Opelika MPO area.  Both meetings included posters showing projected congestion in 2035 and roadway improvements needed to accommodate projected 2035 traffic volumes.  In addition, other posters were on display showing the LRTP process, current roadway projects and potential bicycle and pedestrian facilities.

March 2009 LRTP Public Involvement Meetings

Lee–Russell Council of Governments (LRCOG), on behalf of the Auburn-Opelika Metropolitan Planning Organization (AOMPO), held two Public Involvement Meetings on March 24, 2009 to discuss the 2035 Auburn–Opelika Long Range Transportation Plan (LRTP).  The LRTP will address all modes of transportation in order to identify changes in local transportation needs.  When complete, the LRTP will serve as a guide for efficient and equitable expenditure of transportation funding in the Auburn-Opelika area.
 
Public involvement in the development of the LRTP is essential.  Attendees had the opportunity to learn more about the study, review current and projected areas of congestion, speak one on one with project staff and submit comments. 

A third round of Public Involvement Meetings will be held in the coming months to present the Draft 2035 LRTP. Check back often for updates and meeting times.

December 2008 LRTP Public Involvement Meetings

On December 18, 2008 the AOMPO held Public Involvement Meetings regarding the 2035 Long Range Transportation Plan (LRTP). These meetings were the first of three rounds of Public Involvement Meetings.

The purpose of these meetings was to provide the public access to the transportation planning process, particularly the development of the 2035 LRTP.  Several posters were on display, covering topics such as employment distribution, population distribution, traffic counts and bicycle & pedestrian facilities.  Attendees were asked to fill out a comment form where they could give detailed info on items of interest or concern in the area.  MPO staff, as well as the LRTP consultant, were available to answer questions and explain the LRTP update process.
